Flaking paint and staining on damp walls keep coming back if you just paint over them. We use one of two methods, depending on the wall.
For walls where the plaster is still sound. A thin thermal foil barrier stops damp and condensation staining coming through, then the wall is lined and painted.

For walls where the plaster has blown or crumbled. The wall is taken back to brick, sealed, then re-boarded and skimmed for a brand-new surface.
